Collective Agreement extended to non-parties: National Bargaining Council for the Hairdressing, Cosmetology, Beauty and Skincare Industry
On 29 November 2024, the Minister of Employment and Labour published a notice that the Collective Agreement concluded in the National Bargaining Council for the Hairdressing, Cosmetology, Beauty, and Skincare Industry be extended to non-parties. This means the conditions specified therein shall be binding on the parties who concluded the collective agreement and the other employers and employees in that industry.
Along with Bargaining Councils in many other industries, the HCSBC takes its statutory authority from the South African Labour Relations Act (Act 66 of 1995). The National Bargaining Council for the Hairdressing, Cosmetology, Beauty, and Skincare Industry is formed to achieve peace, stability and standards in the Hairdressing, Cosmetology, Beauty and Skincare Industry in South Africa.
The Agreement shall come into operation in respect of the remuneration / basic salary/wages and contributions relating to parties, as set forth in Annexure H, from 1 June 2023 until 31 December 2025. In all other respects about both parties and non-parties, the agreement becomes binding on parties and non-parties from 9 December 2024 and shall remain in force until 31 December 2025.
